[CUDA] Update calls to cudaMemAdvise and cudaGraphAddDependencies for CUDA 13 (#2525)

These functions' signatures changed in CUDA 13, so we differentiate
between CUDA 13 and preceding releases at compile time.

* Mention NVIDIA in ACKNOWLEDGMENTS.md
