* [CUDA] Update cudaMemAdvise and cudaGraphAddDependencies for CUDA 13

These functions' signatures changed in CUDA 13, so we differentiate
between CUDA 13 and preceding releases at compile time.

* Mention NVIDIA in ACKNOWLEDGMENTS.md
