docs: make docs build relocatable for localized builds - make all Spack paths relative to a `_spack_root` symlink, so that we can easily relocate the docs build *outside* lib/spack/docs - set some useful defaults for gettext translation variables in conf.py - update `relativeinclude` and other references to the spack root in the RST files to use _spack_root
