mpifileutils: add DAOS variant (#35618)

* mpifileutils: add DAOS variant
* mpifileutils: Add daos dep when +daos
  Add dependency on DAOS when +daos
  Pass DAOS prefix to ensure correct DAOS is found by during configuration
* Change in to satisfies for boolean variants
