Add package: git-review (#3088)

* Add git-review

* Fix flake8 errors

* use PythonPackage for git-review

* added dependencies for git-review

* fix flake8

* moved url's to pypi.io based urls

* fixed flake8... again

* mostly url fixes, not tested, will do tomorrow

* changed URL for py-pysocks
