ROOT: Set PYTHON_EXECUTABLE with +python variant (#11579)

* ROOT: Set PYTHON_EXECUTABLE with +python variant

After cmake v3.12 FindPythonInterp used by llvm subsystem is deprecated. Setting -DPYTHON_EXECUTABLE=path_to_python fixes this error:
