py-torch: overhaul package (#24294)

* py-torch: patch no longer needed on master

* Overhaul PyTorch package

* py-torch: add v1.9.0

* Change defaults on macOS

* Submodules still needed...

* Add ONNX dependency

* System libs don't work for many submodules

* Silence CMake warning

* Add conflict for +cuda+rocm

* Add more deps

* Add more BLAS options

* Disable some broken system libs options

* Add patches to build older versions

* +mkldnn requires mkl

* Fix BLAS settings
