Update libquo's homepage, url, and description. (#2925)

* Update libquo's homepage, url, and description.

Recently LANL moved to lanl (from losalamos).

* Fix formatting.

Conform to style guidelines.

* More style updates.

Doesn't appear to be necessary, but for good measure.
