nvpl-lapack: fix versioning and add missing dependency (#42599)

* fix wrong versioning
use doc version and not the one extrapolated from the path (i.e. 0.2.0.1)

* nvpl-lapack requires nvpl-blas
propagate matching variants to nvpl-blas dependency
