Added STAR-Fusion (#4380)

* added perl-star-fusion and perl-intervaltree

* added perl-star-fusion and all dependencies

* changes

* made changes as requested to perl-star-fusion dependencies

* changed perl-intervaltree dependency

* changes to star fusion

* now using perl properly
