New package: py-numpy-quaternion (#29452)

* first build of numpy-quaternion and spherical-functions

* [py-numpy-quaternion] removed python restriction

* [py-numpy-quaternion] added scipy and numba variants

* [py-numpy-quaternion] fixing unicode
