cc: deal with -Wl,-rpath= without value, deal with NAG (#37215)

Spack never parsed `nagfor` linker arguments put on the compiler line: 
```
nagfor -Wl,-Wl,,-rpath,,/path
````
so, let's continue not attempting to parse that.
