New Package: bml (#4213)

* New Package: lanl-bml

Added LANL's BML library as Spack Package as dependency for future
packages

* Adjusted lanl-bml versions

Specified current master as develop and added v1.1.0 tagged version

* Renamed lanlbml package to bml
