imports: sort imports everywhere in Spack (#24695)

* imports: sort imports everywhere in Spack

We enabled import order checking in #23947, but fixing things manually drives
people crazy. This used `spack style --fix --all` from #24071 to automatically
sort everything in Spack so PR submitters won't have to deal with it.

This should go in after #24071, as it assumes we're using `isort`, not
`flake8-import-order` to order things. `isort` seems to be more flexible and
allows `llnl` mports to be in their own group before `spack` ones, so this
seems like a good switch.

add irep and lua-lang virtual dependency (#22492)
This adds a package for `irep`, a tool for reading `lua` input decks from 
Fortran, C, and C++.

`irep` can be built with either `lua` or `luajit`.  To address this, we also add
a virtual package for lua called `lua-lang`.  `luajit` isn't, by default, a drop-in
replacement for `lua`, but we add a `+lualinks` variant to it that adds symlinks
that make it behave like `lua@5.1`.  With this variant enabled, it provides the
`lua-lang` virtual.  `lua` always provides `lua-lang`.

- [x] add `+lualinks` variant to `lua-luajit`
- [x] create `lua-lang` virtual, provided by `lua` and `luajit+lualinks`

rpm: add new package. (#22382)
For rpm to build with lua, we additionally need to add a lua.pc file
that the configure script can find.

lua: specified better the dependency on ncurses (needs +termlib) (#18163)
Semi-recently the lua spackage was updated to explicitly add libtinfow
to the lua build line. Ncurses provides this but only when the +termlib
variant is enabled

Fix lua build, missing deref of self for spec (#15927)
Looks like something changed and a case was missed.

Function doesn't have a spec arg, need to dereference it off of
self.

Builds on OS X.

62927654dd checksums: use sha256 checksums everywhere
We'd like to use a consistent checksum scheme everywhere so that we can:

    a) incorporate archive checksums into our specs and have a
       consistent hashing algorithm across all specs.

    b) index mirrors with a consistent type of checksum, and not one that
       is dependent on how spack packages are written.

- [x] convert existing md5, sha224, sha512, sha1 checksums to sha256

06ed77bdfa Lua: Fix unresolved symbols in shared library by linking with libdl.so (#11260)
The current lua package.py does not link with libdl.so, so you get
unresolved symbols while linking with lua. This PR adds libdl to fix
the issue.

eea786f4e8 relicense: replace LGPL headers with Apache-2.0/MIT SPDX headers
- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
  - core and most packages are (Apache-2.0 OR MIT)
  - a very small number of remaining packages are LGPL-2.1-only

9c2c6c7f7e Add unzip runtime dependency to lua package (#8831)
* Add unzip to lua-luaposix

I ended up on an [Ubuntu] system that hadn't had unzip employed
and discovered lua-luaposix requires it (while buildig Lmod).

Closes #8533

* Move unzip prereq to lua, type=run

Rather than touching up each of the lua rocks (packages)
that need unzip, make it available as a run dependency in
lua.

Tested by building lmod on a minimal Ubuntu system.

This also updates two flux-core dependencies: lua and czmq.

331f5f27eb lua package: add lib64 to LUA_PATH and LUA_CPATH (#7434)
This is needed when using system lua on RHEL and clones where lua
is installed in /usr/lib64. Note that the path entry for lua in
packages.yaml should specify the major/minor version of lua (since
this is used to calculate the lua lib directory)

* Removing the nobuild, nolink, and alldeps dependency types in favor of being explicit.
* This will help with maintenance going forward, as adding more dependency types won't affect existing declared dependencies in weird ways.

* Force the recipe for Lua to use the spack compiler.

I'm not sure how the old recipe worked for anyone. The Lua Makefiles set
`CC=gcc` and for my spack environment the first `gcc` found in my `PATH` is
`$SPACK_ROOT/lib/spack/env/gcc`, which is a directory. This caused the build
to fail. My change drops the `-std=gnu99`, but this option doesn't appear
to be required for a sucessful build.

* Preserve the '-std=gnu99' compile option.

52c359bc77 fix linking issue on ubuntu
Evidently some readline variants are built with only a dynamic dependency on
ncurses, this addresses that problem for such systems.

b5979b13e3 complete lua rework, also module path fix
This is a complete rework of the lua package, it also allows the
environment modification classes to handle paths that are not separated
by colons, and uses the support for same in TCL modules as well.

The biggest difference is the handling for lua extension packages, which
now have their paths set correctly by the lua parent package, and have
access to both lua and luarocks as installation tools. See the luaposix
package for what should be required for most lua packages after this.

8d6342c53d Merge branch 'mplegendre-multi_pkgsrc_roots' into develop
- This moves var/spack/packages to var/spack/repos/builtin/packages.

- Packages that did not exist in the source branch, or were changed in
  develop, were moved into var/spack/repos/builtin/packages as part of
  the integration.
