- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
- core and most packages are (Apache-2.0 OR MIT)
- a very small number of remaining packages are LGPL-2.1-only
* omega-h: fix dependencies
1. Remove Gmodel altogether. Omega_h doesn't
actually call Gmodel for anything, it was
more or less just doing additional unit
testing for Gmodel
2. Make Trilinos off by default. Most codes do
not need the ParameterList interface, and
Kokkos through Trilinos is not well explored
in Spack
3. Use modern CMake style to choose the zlib
dependency
* add 5 most recent versions and git master branch
* add trilinos, gmodel, throw, examples, optimize, symbols,
and warnings variants
* disable XSDK so that Trilinos dependencies are found.
