* Add info for jdk@7u80 (not downloadable)
Add version info for jdk@7u80. Oracle does't seem to be
distributing it any longer so there's no reasonable URL to
provide, but for those of us who already have the tarball
this is useful.

My PR for adding a new jdk version failed its
travis run because of existing flake8 violoations.
This package cleans them up.
I'm not particularly pythonic, but most of the complaints were
obvious. HOWEVER, I'm not particularly confident about handling
long lines by taking an flake8 exception comment onto the end.
Feedback welcome...
Package repositories now look like this:
top-level-dir/
repo.yaml
packages/
libelf/
package.py
mpich/
package.py
...
This leaves room at the top level for additional metadata, source,
per-repo configs, indexes, etc., and it makes it easy to see that
something is a spack repo (just look for repo.yaml and packages).
