- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
- core and most packages are (Apache-2.0 OR MIT)
- a very small number of remaining packages are LGPL-2.1-only
* libmonitor: update to version 2018.07.18 and add variant to configure
for hpctoolkit.
* Specify the @2013.02.18 version in cbtf-argonavis and cbtf-krell,
since this is no longer the default version. These are the only
other packages that use libmonitor.
Package repositories now look like this:
top-level-dir/
repo.yaml
packages/
libelf/
package.py
mpich/
package.py
...
This leaves room at the top level for additional metadata, source,
per-repo configs, indexes, etc., and it makes it easy to see that
something is a spack repo (just look for repo.yaml and packages).
