eea786f4e8 relicense: replace LGPL headers with Apache-2.0/MIT SPDX headers 
- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
  - core and most packages are (Apache-2.0 OR MIT)
  - a very small number of remaining packages are LGPL-2.1-only

5bbbfe9446 Introduce virtual dependency pkgconfig (#5198) 
There are two providers, pkgconf and pkg-config, with the former being
the default provider.

89d5127900 New, cleaner package repository structure. 
Package repositories now look like this:

    top-level-dir/
        repo.yaml
        packages/
            libelf/
                package.py
            mpich/
                package.py
            ...

This leaves room at the top level for additional metadata, source,
per-repo configs, indexes, etc., and it makes it easy to see that
something is a spack repo (just look for repo.yaml and packages).
