Adding packages for gptune and its dependencies (#26936)
* added package gptune with all its dependencies: adding py-autotune, pygmo, py-pyaml, py-autotune, py-gpy, py-lhsmdu, py-hpbandster, pagmo2, py-opentuner; modifying superlu-dist, py-scikit-optimize

start of work to add spack audit packages-https checker (#25670)
This PR will add a new audit, specifically for spack package homepage urls (and eventually
other kinds I suspect) to see if there is an http address that can be changed to https.

Usage is as follows:

```bash
$ spack audit packages-https <package>
```
And in list view:

```bash
$ spack audit list
generic:
  Generic checks relying on global variables

configs:
  Sanity checks on compilers.yaml
  Sanity checks on packages.yaml

packages:
  Sanity checks on specs used in directives

packages-https:
  Sanity checks on https checks of package urls, etc.
```

I think it would be unwise to include with packages, because when run for all, since we do requests it takes a long time. I also like the idea of more well scoped checks - likely there will be other addresses for http/https within a package that we eventually check. For now, there are two error cases - one is when an https url is tried but there is some SSL error (or other error that means we cannot update to https):

PKG-HTTPS-DIRECTIVES: 1 issue found

```
This is either not fixable, or could be fixed with a change to the url or (better) contacting the site owners to ask about some certificate or similar.

The second case is when there is an http that needs to be https, which is a huge issue now, but hopefully not after this spack PR.

```bash
$ spack audit packages-https xman
Package "xman" uses http but has a valid https endpoint.
```

And then when a package is fixed:

```bash
$ spack audit packages-https zlib
PKG-HTTPS-DIRECTIVES: 0 issues found.
```
And that's mostly it. :)

62927654dd checksums: use sha256 checksums everywhere
We'd like to use a consistent checksum scheme everywhere so that we can:

    a) incorporate archive checksums into our specs and have a
       consistent hashing algorithm across all specs.

    b) index mirrors with a consistent type of checksum, and not one that
       is dependent on how spack packages are written.

- [x] convert existing md5, sha224, sha512, sha1 checksums to sha256

7daf860991 targets: adjust packages to use new specific targets semantics
Seamless translation from 'target=<generic>' to either
- target.family == <generic> (in methods)
- 'target=<generic>:' (in directives)

Also updated docs to show ranges in directives.

eea786f4e8 relicense: replace LGPL headers with Apache-2.0/MIT SPDX headers
- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
  - core and most packages are (Apache-2.0 OR MIT)
  - a very small number of remaining packages are LGPL-2.1-only

0d8b126d66 libwebsockets: new versions (#4764)

7e3a11b46a ISAAC: Fix CMakeLists.txt Path (#4374)
Somehow the path to `CMakeLists.txt` via the class property
`root_cmakelists_dir` was relative but is now actually relative
to `spack-build/`.

Close 4324 by providing a path relative to the source repo
of the stage via a method instead of a member variable

a8bd69f01c Package: ISAAC (#3733)
Adds the [ISAAC](https://github.com/ComputationalRadiationPhysics/isaac)
in situ volume rendering library. The ISAAC library can be build with
render/filter kernels for Nvidia GPUs via CUDA or with a more general
backend via [Alpaka](https://github.com/ComputationalRadiationPhysics/alpaka)
with support for Nvidia GPUs (via CUDA) and multicore CPUs.

Since alpaka is not yet part of spack, the second variant is still
commented out.

Packages

- `isaac`: header-only library with dependencies to other C++ libraries
           that is then used in simulations
- `isaac-server`: stand-alone executable that connects N simulations with M
                  clients in a `N simulations:1 server` and
                  `1 server:M clients` fashion

(ISAAC clients simply speak websockets/JSON and are usually
[HTML/JS pages](https://github.com/ComputationalRadiationPhysics/isaac/tree/v1.2.0/client))

Downstream Usage

PIConGPU uses ISAAC for in situ visualization.
