- remove the old LGPL license headers from all files in Spack
- add SPDX headers to all files
- core and most packages are (Apache-2.0 OR MIT)
- a very small number of remaining packages are LGPL-2.1-only
This updates Cray.setup_platform_environment to use cray-specific
pkgconfig paths so that all providers of 'pkgconfig' have access
to them (previously the 'pkg-config' provider had this but the
'pkgconf' provider did not).
Always sets the `pkg-config` environment hint for
autotools.
Required dependency for `autoreconf` of ZeroMQ when
build from source (e.g. v4.2.2) via autotools in `autogen.sh`
step for `autoreconf`.
* Add paths to PKG_CONFIG_PATH to find cray .pc file
Adds two paths: /usr/lib64/pkgconfig and /usr/local/lib64/pkgconfig.
cray pkg-config looks at two different paths which are not included
in PKG_CONFIG_PATH environment variable. This PR addresses #3167.

Pkg-config depends on glib which depends on pkg-config. As a result,
pkg-config used to build glib internally. However, this fails on Mac.
Building pkg-config with an internal glib is now a variant, turned on
by default, and required to build glib.
Package repositories now look like this:
top-level-dir/
repo.yaml
packages/
libelf/
package.py
mpich/
package.py
...
This leaves room at the top level for additional metadata, source,
per-repo configs, indexes, etc., and it makes it easy to see that
something is a spack repo (just look for repo.yaml and packages).
