e7add79cba Update the icu4c package (#14450)
* Update the icu4c package

This PR makes several changes to the icu4c package

1. add updated version to 65.1
2. modify the default url as project has moved to github
3. set UTF-8 locale to support building from source files in UTF-8
format

Note that the older versions are not available on github so explicit urls
were used. This PR will close #14399.

* Consolidate the urls

Consolidate the URLs in the `version` directives by using an if test in
`url_for_version`.

* Put version and sha256 on same line

* Put top level url back

62927654dd checksums: use sha256 checksums everywhere
We'd like to use a consistent checksum scheme everywhere so that we can:

    a) incorporate archive checksums into our specs and have a
       consistent hashing algorithm across all specs.

    b) index mirrors with a consistent type of checksum, and not one that
       is dependent on how spack packages are written.

- [x] convert existing md5, sha224, sha512, sha1 checksums to sha256

54bd049d99 xerces-c: add variant for transcoder, rework config flags. (#9393)
* xerces-c: Add variant for choice of transcoder (gnuiconv, iconv, icu,
  macos, windows). It's important to specify a --enable-transcoder
  option on the configure line or else xerces may make a different
  choice when multiple transcoders are available.
* Pass the compile flags to configure. For cflags and cxxflags, this is
  necessary to respect the value from the spack install line.
  Otherwise, xerces (and any autotools package) will choose a default
  value that overrides the spack compiler wrapper.
* Add xerces version 3.2.2.
* icu4c needs the --enable-rpath configure option on Darwin

b369be65d7 Mock up Xcode devdir to make Qt5 work on Mac OS X (#1832)
* build_environment: allow compilers to set up an environment

* clang: mock up a toolchain directory for xcode

Some projects ignore CC and CXX flags and instead use xcode to find the
toolchain. Clang on Apple should set up the environment properly.
Arguably, every compiler could do this on Apple, but let's see how this
works out just for AppleClang for now.

The Documentation directory is ~1.7G and the excluded platforms add up
to about 7G. Ignoring swift saves another 500M. The resulting Xcode.app
copy is in the 2G range.

* compiler: set member variables early

This is required so that later methods can query things such as the
version of the compiler.

* compiler: support finding the real path of the compiler

On Apple, the /usr/bin compilers are actually wrapping tools themselves
which query xcrun for the currently selected Xcode installation. Pierce
this veil and get the real, full path the to underlying compilers
instead.

* icu4c: install with rpath

On macOS, icu installs with a library ID of the library name. Enabling
rpath makes its ID its full installed path which lets Qt5 link against
it successfully.

* qt: no -no-gtkstyle flag on Qt5 on macOS

89d5127900 New, cleaner package repository structure.
Package repositories now look like this:

    top-level-dir/
        repo.yaml
        packages/
            libelf/
                package.py
            mpich/
                package.py
            ...

This leaves room at the top level for additional metadata, source,
per-repo configs, indexes, etc., and it makes it easy to see that
something is a spack repo (just look for repo.yaml and packages).
