Replace if ... in spec with spec.satisfies in d* and e* packages (#46126)
* Replace if ... in spec with spec.satisfies in d* and e* packages

* Use virtuals for different mpi implementations in esmf

* esmf: ^[virtuals=mpi] mpt

* extrae: ^[virtuals=mpi] intel-oneapi-mpi
