Carlos Bederián 0f51daff24 hdf5: configure uses FCFLAGS instead of FFLAGS (#3155) 
When building `hdf5+pic`, `-fPIC` wasn't being passed to the fortran compiler because `configure` takes `FCFLAGS` instead of `FFLAGS`.
