* TestSuite: add type hints
* spack test run: add a --timeout argument
* pipelines: allow 2 minutes to run tests
* Fix docstrings, increase maximum pipelines time for tests to 5 mins.
* Use SIGTERM first, SIGKILL shortly after
* Add unit-tests for "start_build_process"
