ff36c1363a Use --sys-prefix for installing nbextensions 
--system installs stuff into /etc, and should practically never
be used alongside conda / virtualenv.

e9462bb7ae Do not use deprecated platform module 
Since bootstrap.py needs to restrict itself to
stdlib python, we read from /etc/os-release than trying
to install the distro package.
