ファイルをパースする場合は、`toml::parse`を使います。

||||||
|

ファイル全体の型は常にテーブルですが、 `toml::value` はコメントや

フォーマット情報などのメタデータを持つので、`toml::parse`からは

`toml::table` ではなく `toml::value` が返ります。
